    The mechanism is intended to incentivize DCSEU to design and implement renewable energy programs that increase the District's installed renewable energy generating capacity (using solar PV and solar thermal systems), while maintaining energy efficiency. This metric focuses on solar capacity buildout.

    If DCSEU designs and implements renewable energy programs that increase renewable energy generating capacity above the minimum level in a given year and installs energy efficiency measures that reduce energy consumption equivalent to at least 50% of the newly installed solar capacity, the company will receive the minimum incentive amount plus a pro-rated compensation per kW or kWe of solar capacity up to the maximum amount of compensation available in that year, minus any performance incentive paid to the company in prior years. Year 1: Minimum: $97,500; Maximum: $150K Year 2: Minimum: $207K; Maximum: $300K Year 3: Minimum: $345K; Maximum: $450K Year 4: Minimum: $510K; Maximum: $600K Year 5: Minimum: $652,500; Maximum: $750K The penalty for failure to achieve the required minimum increase in renewable energy generation capacity is capped at $750K. The penalty shall be assessed on a pro-rated per kW or kWe basis depending on DCSEU's cumulative achievement at the end of the 5-year performance period.

    The Clean and Affordable Energy Act of 2008 (D.C. Code §8-1773.01 et seq.) establishes authority in the Mayor, by, and through the Department of Energy and Environment ("DOEE"), to contract with a private entity to be known as the District of Columbia Sustainable Energy Utility (“DCSEU”) to administer sustainable energy programs in the District, including the development, coordination, and provision of programs for the purpose of promoting the sustainable use of energy in the District. The DCSEU shall design and implement programs in the District to reduce energy consumption, increase renewable energy generating capacity, improve the energy efficiency and increase the renewable energy generating capacity of low-income housing, shelters, clinics, or other buildings serving low-income residents, and increase the number of green-collar jobs in the District.
