Description
The LLF EAM is designed to improve the load factor of more constrained portions of the distribution system that are not current or likely Non-Wires Alternatives (“NWS”) areas. The LLF EAM will be based on load factor improvements in nine identified Locational System Relief Value ("LSRV") areas.

Incentive Description
Con Edison will earn a reward if it meets or exceeds target thresholds, with linear scaling between minimum and midpoint, and between midpoint and maximum basis points. Annual achievable basis point incentives are tied to the minimum, midpoint, and maximum target thresholds, as follows:
Minimum: 1 bps
Midpoint: 3 bps
Maximum: 5 bps
The specific metrics, targets, and incentives approved for this PIM were outlined in Appendix 23 in the Joint Proposal (filed October 16, 2020).
PIM History Narrative
This PIM was retired after the COVID-19 pandemic and not included in the 2023-2025 rate plan. The Commission and stakeholders observed that factors outside of the utilities' control were large determinants of customer usage.
